Summary:                    watchdog should support subsecond refresh interval
Description: 
Some advantech boards comes with a crippled watchdog that can only support
a 1 second timeout. In this scenario, the watchdog utility is completely
useless (the lowes refresh interval would be 1 ("watchdog -t 1").
