Summary: init does not reap zombies when running actions
Description:
Given a shutdown action
::shutdown:/etc/rc.d/rc.shutdown
which runs standard SysV scripts to terminate processes init fails to reap
orphaned processes. This causes the shutdown to take far longer than it
should do or even stall completely.
