[BusyBox] stable branch policy

Hello,
	My thoughts are this:  Create the unstable and stable branches.  As
new "features" and/or bugfixes are _proven_ stable...merge them into the
stable branch.  That's just my idea, and I came up with it in less than
2sec. so please don't laugh too hard.  ;-)
