I am a newbie in linux and i am stucked in the problem how to compile

using any cross-compiler, and followed the following steps
* Download root_fs_i386.bz2 from uclibc.org
* bunzip2 root_fs_i386.bz2
* mkdir root_fs
* su root
* mount -o loop root_fs_i386 root_fs
* /usr/sbin/chroot root_fs/bin/su -
then it gives the message
/usr/sbin/chroot: cannot change root directory to root_fs/bin/su: Not a
