It MUST BE from your operator. GPRS connections are charged on a traffic basis (1 US$ / 1 MiB is typical), and incoming connection requests count as traffic. And due to the lots of port scanning activity on the today's internet, you could easily have to pay a few dollars a month for an unused connection if the provider didn't filter incoming traffic. And if you specifically ask your provider to allow incoming http connections to your device, then a simple SYN flood will send your phone bill through the roof.
GPRS is very expensive. You should find a better way to communicate information from that device than a http server.
