Actually, I confirmed with Greg Kroah-Hartman at OLS that it's not going away.  
The netlink stuff is needed for nosebleed servers (enormous high-end NUMA 
beasts from IBM, up where the air is thin), but the embedded world seems 
quite happy with /sbin/hotplug. :)

It's not really deprecated.  It's not in the feature-removal-schedule, and 
won't be.  And if it breaks, we'll notice and send in a patch...
