[patch] setfscreatecon_or_die and runcon fix

Hi.

Attached is small fixes for SELinux support.
I added setfscreatecon_or_die function in selinux_common.c.
It replaces duplicated codes and saves size.

And I found compile for runcon applet does not pass, so fixed.
