hdparm -m broken in r15169 + fix.

In revision 15169 miscutils/hdparm.c was changed to pass the address of 
the multcount parameter instead of the parameter value to the ioctl.

This prevents hdparm -m from working.

The attached patch corrects the problem.

Please commit to trunk and all branches created after r15169 if OK.
