adding GNU chkconfig

Hello -
I'm using PMC-Sierra's MIPS/Linux development board
(MSP8510, 'Sequoia') which uses buildroot + busybox, and
I'd like to add the chkconfig binary to the image, like
RH9+ has (I suppose most consumer-level Linux distirbutions
have.) But I've encountered all kinds of nasty build
problems trying to integrate the chkconfig package into the
buildroot/busybox configuration.
1) Does busybox come with chkconfig, or a chkconfig-like
tool? [it doesn't seem to]
2) chkconfig depends on popt and gettext. Busybox seems
to have popt, but is it intended to have gettext also?
3) Is there a prefered method of determining how to
resolve dependencies between packages I'd like to include,
and the sub-set of functionality provided by busybox?
Any clues would be much appreciated.
