[uClibc] locale support does not build

Hello!

I have built uClibc first with the pregenerated locale data and installed 
it. After that I tried to build it again in a clean uClibc environment 
using the procedure described in extra/locale/README, but it won't build. 
Would this procedure work only in a glibc environment? I have tried to 
comment out some #ifndef __UCLIBC__'s, but it is not enough, I get some 
binaries built, but get conflicting types later in gen_locale.
