Why do I need kernel this file while compile uClibc?

Hi all
   [root at root uClibc-0.9.26]# make
+ ./extra/scripts/fix_includes.sh -k /usr/src/linux -t arm -n
  
The file /usr/src/linux/Makefile is missing!
Perhaps your kernel source is broken?
  
make: *** [headers] Error 1
[root at root uClibc-0.9.26]# 
  Well, I known how to resolved this problem , that  mean fetched kernel from website, then tar this packet and copy the source to /usr/../linux ,right?
