[BusyBox] ctrl+c not working for bash

This would indicate that you need to look somewhere other than busybox to 
explain your init issues. Find a list or forum for whatever INIT you are 
using.

As Paul pointed out, most (all?) other init's than Busybox do not use the 
first argument as the controlling TTY ID. man init for more info.
